The little adjustments Boil Over forces you to make more than give him enough time to wiggle free. THis is WITHOTU even getting snagged on something ONCE. I'm not saying to add a hook every ten meters but if the devs just like, guaranteed hook spawns in problem areas like the library then the perk would be fine.
