Wherever backpacks are targeted loot can drop it. If thats a mission or open area then yes those sources can drop it. Otherwise you can always run countdown or summit with backpack targeted loot chosen. Exotic caches can also drop it randomly.Decided I really wanted a Memento so I went to the Summit.
