Mob duplicator.
There's too many mob duplicators in one chunk. The main reason this is an issue is because they have a fairly decent travel time before they are killed. The ones in the back move through the front chunks, which will account for the mob chunk limit. This will make the front ones not as effective.

Open the instance folder > config > open 'industrialforegoing.cfg' > find the line 'mob_duplicator' . Under that heading you can remove 'iceandfire:firedragon' and/or 'iceandfire:icedragon' .
